What does a stroll-with-your-drink zone do for a town center whose coffee shop closes at 6 p.m.?
On August 31, the Knox County Commission voted 10-1 to make Belltown Commons the county's first Pedestrian Beverage Zone. Knox News reported that the vote makes it the first open-container district outside Knoxville city limits. That sounds like nightlife. The rules and the tenants' posted hours tell a smaller story. The zone mostly reaches the evening shift, when two dinner spots and an ice cream shop are still open and most of Market Bell Way has already closed.
A Commons That Filled In This Year
The commercial side of Belltown is newer than many people realize. Sugar Queen opened March 30 as the first retail business in Belltown Commons. Soccer Taco followed on April 13 and Abridged Burger Company on May 5. Belltown Nail Bar opened July 31, K Brew on September 5, and Simpson's Meats on September 28. Covenant Health's primary care office had already been open since August 2025.
That's six storefronts opened in about six months, all along one short street. Knox News described Belltown as a 305-acre community between Karns and Powell. In its October 5 story on K Brew's opening, the paper described a walkable experience "more commonly associated with downtown than Powell." The same article quoted K Brew CEO Pierce LaMacchia: he looks for "barren zones" and says "let's plop a store there."
The posted hours show how the street splits into two groups.
The Hours Split the Street in Two
| Business | Address | What it is | Posted hours |
|---|---|---|---|
| K Brew | 4511 Market Bell Way | Coffee, full food menu, New York-style bagels | Mon–Sat 7 a.m.–6 p.m.; Sun 8 a.m.–6 p.m. |
| Covenant Health Primary Care Belltown | 4565 Market Bell Way | Family medicine, pediatric care | Mon–Fri 8 a.m.–5 p.m. |
| Simpson's Meats | 4535 Market Bell Way | Butcher counter, prepared and grab-and-go foods | Mon–Fri 10 a.m.–6 p.m.; Sat 10 a.m.–4 p.m. |
| Belltown Nail Bar | 4531 Market Bell Way | Nail salon | Mon–Sat 9:30 a.m.–7:30 p.m.; Sun 11 a.m.–6 p.m. |
| Soccer Taco | 4517 Market Bell Way | Mexican and Tex-Mex, cocktails | Mon–Thu 11 a.m.–10 p.m.; Fri–Sat 11 a.m.–11 p.m.; Sun 11 a.m.–9 p.m. |
| Sugar Queen | 4523 Market Bell Way | Ice cream and desserts | Mon–Thu noon–10 p.m.; Fri–Sat noon–11 p.m.; Sun 3–9 p.m. |
| Abridged Burger Company | 4528 Market Bell Way | Smashburgers, chicken, beer | Check before you go |
The four daytime businesses close between 5 and 7:30 p.m. K Brew and Simpson's Meats both close at 6 on weekdays, and Simpson's closes at 4 on Saturday. After 7:30, when the nail bar closes, the posted hours leave Soccer Taco and Sugar Queen, and Abridged Burger Company, which doesn't publish its Belltown hours, may still be serving too.
Among the open tenants, only two serve alcohol. Soccer Taco advertises handcrafted cocktails, and Abridged Burger Company is a concept from Abridged Beer Company that pairs its burgers with beer. The coffee shop, the butcher and the salon have nothing to do with the drink zone. The businesses it actually touches are the ones still open after dark.
What the Resolution Actually Allows
The full text of Resolution R-26-8-906 is public. Its limits are specific:
- Who. Guests 21 and older may buy drinks from county-approved participating businesses and drink them while walking inside the marked zone.
- When. The zone can operate daily from 10 a.m. to 10 p.m. at most. Outside those hours, businesses can't sell drinks for the zone and no one can drink in it, except where the law otherwise permits.
- How you're identified. Participating businesses provide wristbands and serve zone drinks only in county-approved cups or containers. Each cup or label names the program and the business that sold the drink, and says the drink has to stay inside the boundary. Glass isn't allowed.
- Where. Only the area mapped in the resolution's Exhibit A counts. The zone sits entirely on private property and doesn't cover any public street, public sidewalk or right-of-way.
- For how long. It's a 12-month pilot. The clock starts when the County Mayor or a designee confirms that approvals, signage and participant authorizations are in place, and the county is to publish a current list of approved businesses.
Knox News reported on October 5 that Belltown had recently launched the zone and compared it to the Designated Outdoor Refreshment Area on Market Square. On any given night, the signs to look for are the boundary signage, a wristband at the counter and a cup marked for the program.
This is general information, not legal advice. Anyone with a question about how the rules apply to them should check the resolution and ask the business serving the drink.
Where the 10 p.m. Cap Falls
From Monday through Thursday, Soccer Taco and Sugar Queen both close at 10 p.m., the same time the zone ends, so it covers their full evening. On Sundays both close at 9, also inside the window. Friday and Saturday are different. Soccer Taco and Sugar Queen stay open until 11, but zone hours stop at 10. That last weekend hour still works for dinner and dessert, with the walking-drink window already closed.
The weekday handoff matters too. A walk with a drink at 5:30 p.m. passes a coffee shop and a butcher counter that are about to close. By 7:30 the nail bar has closed too. So for the most part, the zone links Soccer Taco and Abridged, whenever Abridged is open, with a cone from Sugar Queen and the open space between them. That evening loop is the part of Belltown that changed on August 31.
The Next Tenant Is Built for Evenings
The next opening is also an evening business. The Bunker, an indoor golf simulator club at 4527 Market Bell Way, Building C, still lists itself as coming soon. Its site describes three simulator bays, hourly booking, round-the-clock member access and a lounge. WhatNow reported on plans for memberships, leagues, lessons and group outings, with food and drinks from Abridged. No opening date has been announced. Like the other recent additions, it fits the evening crowd more than the morning one.
Halloween Weekend on Market Bell Way
Halloween falls on Saturday, October 31, and the Saturday hours make for a clear plan. Simpson's Meats closes at 4 p.m., so any shopping for a weekend cookout needs to happen early. K Brew runs until 6. In the evening, Soccer Taco and Sugar Queen are open until 11, and zone hours end at 10.
On the residential side, Belltown is running a Halloween house-decorating contest with online voting. Its first entries come from homes on Freedom Bell Avenue and Gold Bell Street. Posted hours can change, especially on a holiday weekend, so check with each business before heading over.
