In Knoxville, Radon Testing Is Procedure, Not a Verdict on the House

What if the number that most changes a Knoxville closing has nothing to do with the roof, the HVAC, or the year the house was built? A radon test does not measure the quality of a home. It measures what is underneath it, and in Knox County, what is underneath every house is roughly the same thing.

That fact reshapes how both buyers and sellers should think about the radon line item on an inspection report. It is not a symptom of neglect or age. It is a regional condition that shows up on a schedule dictated by geology, not by how well a house was kept.

The Rock Underneath Every Knoxville House

Knox County and the counties around it sit on the Chattanooga Shale, a uranium-rich black shale formation that runs through much of the Tennessee Valley. As the uranium in that shale decays, it produces radon gas that works its way up through soil and into homes above it. The EPA has placed Knox and its neighboring counties in Zone 1, its highest radon-potential category, which reflects predicted average indoor levels above the agency's action threshold of 4.0 picocuries per liter.

The construction habits that grew up in this climate make the problem more persistent, not less. Vented crawl spaces have long been the default foundation style in East Tennessee, and while the vents let in some fresh air, they do little against the physics working against them. Warm air rising through a house creates negative pressure that pulls air upward from whatever is below it, crawl space included. That pull, sometimes called the stack effect, runs strongest exactly when a house is closed up for winter and radon concentrations are highest. A vented crawl space helps most on a mild spring afternoon and least on the January night when it matters.

One of the more striking data points to come out of state test records is a reading of 103.9 picocuries per liter recorded in a West Knoxville home, zip code 37923. That is roughly 26 times the level the EPA says warrants action. It is also a reminder that the geology does not check the listing price or the renovation history before deciding what shows up in a test.

The Number That Breaks the Old House Theory

A common assumption walks into almost every home search: radon is an old house problem, something you find in a place with a musty basement and a foundation from another century. The regional data does not support that story. Close to a third of East Tennessee homes test at or above the EPA's action level, and that share does not sort neatly by decade built or renovation quality.

New construction is not exempt. Tighter building envelopes, the kind that make a new Farragut or Hardin Valley build more energy efficient, can trap radon more effectively than an older, draftier house lets it escape. A house with fresh drywall and a builder warranty can post the same reading as a 1920s bungalow in Old North Knoxville or a Victorian in Fourth and Gill. The variable that matters is what sits under the slab or crawl space, not what year the permit was pulled.

That has a direct implication for how a buyer should read a radon flag on an inspection report. It says something about the ground the house sits on. It says very little about the house itself.

How the Test Actually Works, and Why the Shortcuts Backfire

Tennessee's standard purchase contract gives buyers an inspection period, typically ten to fourteen days, to complete inspections and negotiate repairs. Radon testing almost always rides along with the general home inspection rather than happening as a separate step, because the contingency clock does not pause to wait for it.

A transaction-grade radon test looks different from the free test kits the Tennessee Radon Program mails to residents. Those charcoal kits are useful for a homeowner's own peace of mind, but they run on the honor system with no proctoring, and the mail-and-lab turnaround is too slow to fit inside a contingency window. For a sale, the standard is a certified professional using a continuous radon monitor over 48 hours under closed-house conditions. That means:

  • Windows stay shut for 12 hours before the test starts and through its full duration
  • Exterior doors are used only for normal coming and going, not propped open
  • HVAC runs on its regular schedule, with no whole-house fans running
  • The monitor sits in the lowest livable level of the house, away from drafts and windows

The closed-house rule exists because radon concentration swings with ventilation, and the test is designed to measure the house the way a closed-up winter actually behaves, not a breezy afternoon. That design also makes the test hard to game. A continuous monitor records hour by hour, and someone airing out the house partway through shows up as a distinct, sawtooth pattern in that data. Certified testers catch it. When that happens, the test voids, both sides have to schedule a retest, and the party who tried to shortcut the process has handed the other side a reason not to trust anything else in the file.

What Happens When the Number Comes Back High

A result at or above 4.0 picocuries per liter calls for mitigation under EPA guidance. Results between 2.0 and 4.0 fall into what the EPA calls a "consider fixing" range, worth a conversation but not an automatic requirement.

When a test comes back elevated, the negotiation path in Knoxville transactions is well worn. The buyer's agent typically asks the seller to install a mitigation system before closing, provide a credit so the buyer can install one after closing, or adjust the price to reflect the cost. None of those outcomes are unusual enough to derail a deal on their own.

The math on that last row matters more than it looks. A mitigation system typically installs within a day or two and verifies effective within another two days after that, which means a failed radon test almost never has to move a closing date. It becomes a line item to negotiate, not a reason to restart the timeline.

Disclosure Is a Different Question Than Testing

Tennessee's Residential Property Disclosure Act requires most sellers of one to four unit residential properties to give buyers either a completed disclosure statement or a disclaimer statement, and the standard disclosure form directly asks sellers whether they are aware of environmental hazards on the property, radon gas included. That is a knowledge question, not a testing mandate. A seller who has never tested is not required to test before listing, but a seller who does know about an elevated reading or an existing mitigation system needs to say so.

Choosing the "as-is" disclaimer route does not remove that obligation. Sellers who disclaim still need to disclose known material defects, and radon knowledge falls under that umbrella. For buyers, this is the practical argument for keeping an inspection contingency even in a competitive offer: the disclosure form tells you what the seller knows, and the test tells you what is actually true right now.

Does a low radon test in one house mean the house next door will test low too? No. Levels can vary meaningfully from one property to another even on the same street, because soil conditions and foundation type differ house to house.

If I already used a free state test kit, do I still need a professional test for a sale? Yes. The free charcoal kits are self-administered and carry no standing in a real estate transaction. A certified continuous monitor test is what buyers, sellers, and lenders will accept.

Should a home that has already been mitigated get retested? Yes. Tennessee's environmental agency recommends every home retest every two years regardless of past results, since mitigation systems can lose effectiveness over time.
